The issue of ranks and titles plays an important role in dealings with public figures.

Who sits next to whom? Where will the guest of honour be seated? How do I address him or her? These are some of the questions that arise again and again at functions with high-ranking guests.

The issue of ranks and titles plays an important role in dealings with public figures. It is also of political significance in international relations, as mistakes can cause trouble and impair the quality of bilateral relations.

But also at national level – at state occasions, ceremonial or festive events, official meals, etc. –  participants should be treated appropriately according to protocol.

At state functions, guests of honour from the government, the political sphere and society are seated according to protocol. Here, it is important to

  • seek a balance among the representatives of the legislative, executive and judicial branches of government and the political parties represented in the German Bundestag (horizontal balance);
  • seek an appropriate balance among the representatives of the federal, state and local governments (vertical balance); and
  • observe the order of precedence of the heads of diplomatic representations (seniority list).
