Protocol Office Article 2012.04.01 EU, for­eign and fed­er­al flags

Flags of foreign countries and other sovereign territories are always hoisted between the European flag and the federal (institutions) flag (Section V paragraph 2 (b) of the Decree). According to federal protocol, foreign flags are displayed only for guests having a rank equivalent to federal minister or higher. 

If the guest is a high-ranking representative of an international or supranational organization, such as the UN High Commissioner for Refugees or the NATO Secretary General, then the organization’s flag is displayed to the left of the European flag in accordance with Section V paragraph 2 (a) of the Decree.
