The size of the flags must be in reasonable proportion to the size of the building and the size of the flagpole on which they are to be displayed (Section V (3) first sentence of the Federal Government Decree concerning flag displays at federal buildings).

Thus flagpoles should also be spaced far enough apart so that the flags may fly freely and not become tangled, which is obviously not the case in these photos.
